How to Get Changli in Wuthering Waves
Changli is a limited 5-star character, meaning she can only be acquired on her featured limited banner or rerun banners. If you miss her first appearance, your only option is to wait until she comes back around for a chance to snag her.
Wuthering Waves Changli Gameplay Overview
- Element: Fusion

Changli is a DPS that can either be played as the primary on-field DPS or as a Hybrid DPS utilizing the buffs on her Outro Skill. She likes being paired with another Fusion character, and there are an abundance of available options at every budget level in the form of Chixia (free from start of game), Mortefi (generically good gacha 4-star), and Encore (strong standard banner 5-star).
Her combat style involves occasionally switching between dazzling grounded and mid-air fighting styles, and many of her abilities can be used while in mid-air, offering Changli some mobility in fights. Much of her kit counts as Skill DMG, so Skill DMG buffs are widely appreciated.
Since Changli’s Resonance Liberation has a long cooldown, the energy needs are lenient, allowing you to focus all-in on raw damage: mainly CRIT, ATK, and DMG Bonus stats. A general rule of thumb is the longer a cooldown is, the more time you have to gain energy over time, ultimately reducing requirements.
In terms of performance, Changli basically brings nothing but damage (either through DMG buffs or raw damage output) to the table, and her Sequences (duplicate copies) just add more damage to her attacks without altering the way she is played. She is simple enough to get the job done in good fashion, but has enough nuance in alternating between multiple parts of her kit to maximize her Forte Circuit usage that her fighting rarely feels boring.
Stats Worth Consideration
- CRIT Rate/DMG: For maximizing your damage in endgame
- ATK%: DMG% bonuses are abundant in Wuthering Waves, and you’ll have many sources of Electro damage from the mainstats of your echoes and buffs from teammates. ATK% is rarer in this game and diversifying buffs is good in most gacha games. In early game, you can neglect CRIT to focus on ATK%.
For any character devoted to building damage, it is important to prioritize a 1-to-2 ratio between CRIT Rate and CRIT DMG. 1-3 ratios, while they may give dopamine through bigger Crit numbers, is actually less damage overall. Aim for 75;250 in most cases! (This is because C.DMG is displayed differently than other gacha games, where normally the extra 100% is not displayed but assumed)

Changli Fortes
Your talent-levelling priority should be > Forte Circuit > Resonance Skill > Resonance Liberation (Ult) > Basic Attack Intro Skill
Forte Circuit: Flaming Sacrifice
Forte Circuits essentially dictate what the wavelength bar above the HP bar does for your character, and will often dictate how the character is played.
In Changli’s case, the forte circuit energy is called “Enflamement,” with a maximum of 4. Enflamement can be gained whenever you do a Basic Attack in her “True Sight” stance. True Sight is activated after her Intro, Resonance Skill, and after a 4-Basic attack string, and lasts for 12 seconds. Changli also maxes out her Enflamement whenever she uses her Liberation.
Whenever you use a Heavy Attack with four Enflamement, all the stacks are consumed in order to do a special attack (Flaming Sacrifice) that counts as Skill DMG. She takes 40% less damage whenever using Flaming Sacrifice. Flaming Sacrifice has a pretty good multiplier, approaching 500% at higher levels, and all you really need to do is Basic Attack, so enabling this attack frequently is both easy and recommended.
Basic Attack: Blazing Enlightenment
Changli’s Basics hit four times (in a single uninterrupted string) dealing damage according to her attribute/element. Finishing a 4-Basic string enables her special stance, True Sight, which you want to be in as often as possible, since it allows for powerful attacks both on the ground and in mid-air, while also enabling her Forte Circuit attacks. These attacks can be used while on the ground or in mid-air.
Using a Heavy Attack, followed by a Basic Attack will move Changli to the third mid-air attack of her mid-air combo, allowing you to switch between grounded and mid-air combat. The same inputs can be used while in mid-air to move to grounded Basic Attack hits.
You should default to using her Skill or her Intro in order to enter True Sight whenever possible. It’s only recommended to use a 4-Basic string outside of True Sight when neither the Skill nor Intro are available.

Resonance Skill: Tripartite Flames
The Skill dashes towards an enemy and enters True Sight for 12s, leading to a Plunging Attack. The Skill has two charges and they recover once every 12s.
It’s here where her attacks during True Sight are detailed. She has two attacks that can be enacted in her True Sight stance through the use of a Basic Attack; the only differences are one is on the ground and one is in mid-air. The mid-air one has slightly higher multipliers.
- True Sight immediately ends after using one of these two attacks, so you want to re-enter True Sight using one of her Skill charges, a 4-Basic string, or swapping out until you can trigger her Intro.*
Resonance Liberation (Ultimate): Radiance of Fealty
Changli’s Ultimate can be cast while in mid-air and deals a massive amount of damage to enemies. She also enters a new temporary state called Fiery Feather for 10s.
When you enact Fiery Sacrifice (her Forte Circuit special attack by consuming four Enflamement), the Fiery Feath state ends and she gains 25% ATK.
Changli's Passives
Next, come her passives.
- First, using either of her True Sight attacks grants 5% Fusion DMG Bonus for each stack of Enflamement possessed.
- Second, using Flaming Sacrifice or her Resonance Liberation grants 20% Fusion DMG Bonus while ignoring 15% enemy DEF.
It should be understood that DEF-ignore is a very rare buff; because it treats 15% of DEF as if it doesn’t exist, it is much stronger than your typical DMG% or ATK% buffs.
Changli also gains two stat bonuses through leveling her fortes.

Changli's Swapping Skills
And now, her swapping skills.
- Intro: Deals a strong instance of Fusion damage.
- Outro: The incoming character gains +20% Fusion DMG and +25% Liberation DMG.
Changli’s Outro Skill incentivizes Changli to play a quickswap and/or subDPS role, much like Yinlin. Yinlin has the same outro buff but for Electro DMG instead. Mortefi may be a good teammate considering he dishes out coordinated attacks with his Liberation and benefits from both of Changli’s buffs, even when he’s dealing damage from the backline.
Changli's Field Time Combos
Changli’s field time can be executed as such to maximize her Enflamement stacks:

Changli's Resonance Sequences
Changli is a fully functional character at S0 and does not need help with Resonance Sequences. Her sequences only add more damage to her arsenal, and do not change the way she is played. S2 and S3 are pretty good stopping points, but don’t feel pressured to grab them, since S1 is not very good. Instead, you may be better off grabbing her weapon, if you had to choose between her weapon or S1.

Other games like Genshin Impact that offer similar sized buffs usually need to wear a complete set of equipment to get a similar boost, and the amount of overlap in game knowledge between Genshin Impact and Wuthering Waves is impossible to ignore. |
S4. Polished Words | Intro boosts team ATK by 20% for 30s. | This further solidifies Changli’s supporting potential, though her strengths are mainly in raw damage output. A fine sequence to acquire if you’re aiming for S6, but you probably shouldn’t aim for this one specifically. |
S5. Sacrificed Gains | Flaming Sacrifice gains +50% Multiplier and +50% DMG Bonus | Upgrading the multiplier on an attack is a great way to exponentially buff it, since the game looks at the multiplier before factoring in damage bonuses, critical hits, and so on. 50% more DMG bonus is, of course good. |
S6. Thawing Triumph | Skill, Liberation, and Flaming Sacrifice ignore an additional 40% of enemy DEF. | Wow. 40% DEF-ignore is certainly a damage bonus deserving of the sixth sequence. |

Wuthering Waves Changli's Best Weapons
Changli wants CRIT and ATK weapons, but mostly CRIT weapons. Changli really wants her signature weapon, as it’s a sizeable amount better than the next best option. Energy Regen weapons can be considered if you’re struggling using her Ultimate consistently, but you’re almost always better off saving that for Echo substats.
Remember that 5-stars, even when not listed, are usually better than all other 4-stars, unless otherwise noted.

Characters will usually use a 4-cost echo, two 3-cost echoes, and two 1-cost echoes, adding up to 12 cost. In the endgame, Changli is no different.
For Early Game:
- 4-cost – CRIT Rate / CRIT DMG (x2)
- 1-cost – ATK% (x3)
For Endgame
- 4-cost – CRIT Rate / CRIT DMG
- 3-cost – Fusion DMG% (x2)
- 1-cost – ATK% (x2)
For Echo sets, there’s only one obvious choice: the set for Fusion DPS units.

The standard team will want:

Right now, Changli’s teammates are fairly limited, but straightforward.

She mainly synergizes with other Electro or Liberation-focused teammates thanks to her Outro, but with a limited available roster this early in the game, she’s still a generically strong option. |
Jianxin Grouping, Buffs | Jianxin is mostly used as a crowd-control option when facing multiple enemies that AOE characters can demolish in one fell sweep. However, Jianxin also provides an absolutely massive Liberation damage buff that makes Changli’s already powerful Liberation even stronger. |
Verina Healing, Buffs, Coordinated Attacks | Verina is the beast healing option right now, and due to her universally viable buffs for teams, she is the best pure support character you can have in a team. Using her Liberation also allows her to add to Changli’s incandescence count. |
Mortefi Damage through Coordinated Attacks, Buffs | One of the stronger 4-star characters since Wuthering Waves’ release. While the strengthening of Heavy Attacks does not benefit Changli very much, he remains a great sources of damage all-around and a great F2P teammate. |
Encore Damage, On-field | A potent 5-star to pair Changli with, as they can swap between each other and benefit from each others kits. Encore has powerful attacks that can be easily animation cancelled and can utilize both of Changli's Outro buffs. |
Chixia Damage, On-field | Fusion character freely obtainable at the start of the game with a very strong Resonance Liberation with high multipliers. Originally seen as lackluster at the beginning of the game Chixia has been gaining more appreciation as the level gaps gradually go up in game. She benefits from both of Changli’s Outro buffs. |
